I have had great luck using a spinning rod and a bubble/fly combo. I went to VA and used it at a new lake (to me) and got 12 yellow perch per hour. I agree with the small bubbles..large ones are just a waste.

Try the Pistol Pete type fly's. We kill them in the creeks with a spinning rod and these types of fly's. My buddy actually ties these fly's with the blade that are a perfect copy. They are also selling a new so called 'fly' called Joe's Fly's (BPS and some Wallmarts). They are longer and more weight I'm sure but same principal, fly with a spinner attached.

ive been fishing the Joes Flys for 2 years and they are great producers. i went back to visit the wifes family in Kansas and went to BPS and Cabela's and they had some of the colors we dont get on the west coast. If you can find them use them...Great product.

Ive done flies on a spinning and it works and is fun.
anyone have any experience with fly/spinning in the surf?
I would think bubbles would get tossed around to much. better to carolina rig it?
