It is possible to cut the rod below where the break is, then redo the guide placements, however you might not get a tip top to fit that particular section based upon diameter. However, parts and supplies may be more expensive than a rod is worth and time might be easier used somewhere else, like fishing

A quick fast shortcut and worth a free time why the heck not, cut the last guide off. Take a razor blade and press down where the guide's foot is under the thread. NEVER, cut anywhere else. Then, press and cut up the guide towards the ring. Just cut enough to peel off thread. You can use a lighter to help, but I like to keep a wet rag handy. Peel off slowly and carefully. From there clean it up a bit and cut the blank. Attach a tip top (top guide of a rod). You can get a replacement kit at most tackle shops and Wal-Mart. The guide sizes may be off a bit, but hey you just fixed a rod.
