How does that work? If I catch a 5 pound fish on 4 # line, and someone catches a 4 pound fish on 2# line. Who wins?

Actualy, here's how the "biggest fish on lightest line" contest works:
It's a ratio between the heaviest fish to the the line rating that was used to land it. Example:
If an angler landed a 4lb Calico Bass on 2 lb test, the weight to line ratio is that the fish is two times heavier than the line test rating.
If another angler lands a 20lb Yellowtail on 8lb test, that fish is two and a half times heavier than the line test rating,
the yellowtail wins.
BTW, if anyone thinks that they will be able to land a 4lb Calico out of a kelp bed, on 2lb test, without a 99.9% chance of that fish breaking off, they best have Jesus with them. Not saying it's impossible, but must consider the serrated edges of that fishes mouth rubbing up against 2lb test in a kelp bed.....hmmmm?......Buh-Bye!
P.S. If anyone pulls that off, I'll personally make sure that they get a really cool prize, aside from any of the contests.
