Most swim baits or spoons will work, if you are going to fish near the surf line also try some two inch curl tail grubs fished on a carolina rig. Good colors are motoroil w/red flake and pumpkinseed, I would also try fishing some plastics on a drop shot set up because its designed to work well fishing straight up and down.

For corbina, I would ask Sharkbait and read the article he wrote for the website here.

Fishing for Corbina off the pier

As you walk along the pier, look down into the surf for any signs of Corbina. HB pier can have the corbs extremly shallow. Just make sure your not setting up too deep, you want to stay in the surf section of the pier.
Rig up with 6-10lb line on a Hi/low rig with a pyramid sinker to hold the rig down while the surf comes in. My bait of choice at HB would be fresh mussel not frozen and sand crabs. For Belmont pier, mussel and ghost shrimp. Pier fishing is mainly a waiting game so after you make your cast, set your rod down and watch for any hits.
HB pier has a good variety in the surf. Spotfin croaker, yellowfin croaker, Halibut, smelt, barred perch, walleye perch, small sharks and rays, and of course corbina. Make sure you have a crab net to bring up big fish, I've seen lots of fish come off the hook while be pulled up by hand.

HB pier has a lot of big Leopard sharks. So while you have a rod out for corbina, I recommend bringing a heavier rig for sharks and cast out just behind the surf zone. Bait of choice would be small perch you catch yourself and squid. Good luck.
