Mothers beach - California Fishing

Anyone ever try to make bait at mothers beach? I heard it was a good spot to get smelt, so I went to check it out. There's a big sign that says NO FISHING on the dock. So how are you getting bait?

yeah it is in long beach, but i havent heard much as far as fish comin out of thier.
